Doctors Call for 60% Cut to Manx Care Management Roles: A Radical Proposal for Improved Governance
In a bold move, medical professionals are advocating for a significant reduction in management positions at Manx Care, an independent healthcare organization. The Isle of Man Medical Society (IOMMS) suggests a 60% cut in management roles, aiming to redirect resources towards clinical and support staff.
This proposal stems from a comprehensive review of the relationship between the Department of Health and Social Care (DHSC) and Manx Care, which revealed governance weaknesses. The IOMMS believes that a streamlined management structure will enhance clinical leadership, transparency, and accountability within the organization.
The society's recommendations include a reorganized Manx Care Board, with the chair and vice-chair elected by Members of the House of Keys, ensuring a majority of non-executive roles are filled by island residents. Executive representatives would include key medical and financial leaders.
A novel aspect of this proposal is the introduction of a statutory Professional Executive Committee (PEC). This committee would integrate clinical and operational expertise into decision-making, providing a platform for frontline professionals to contribute to planning, quality, and service redesign. PEC membership would be elected, promoting professional and democratic accountability.
Subcommittees focusing on quality, workforce, finance, and innovation would be established, reporting quarterly to the Board. This structure aims to create a 'governance triangle' for improved organizational performance and patient outcomes.
To implement these changes, amendments to the Manx Care Act 2021 are necessary. The IOMMS expresses its willingness to collaborate with the Isle of Man Government to strengthen public trust and enhance patient care, sparking a discussion on the future of healthcare governance on the island.
